Message dated and received July 3, stating the Governor signed the                                  
following bill and transmitted the engrossed and enrolled copies to the                             
Lieutenant Governor's Office for permanent filing:                                                  
                                                                                                    
           SENATE BILL NO. 178 "An Act relating to the                                              
           detention of delinquent minors and to temporary                                          
           detention hearings; amending Rule 12, Alaska                                             
           Delinquency Rules; and providing for an effective
